Enable measuring and reporting of platform statistics. We already support xApp reporting, but platform stats are not yet supported. Note item RIC-69 depends on this item.

Note that this item (RIC-33) does not include the netconf/yang part defined in RIC-35.

One option is to hardcode this. A better solution would be using "Init containers" that when the provider is started up it installs the Vespa config file into Vespa. xApps use xApp desriptor for this, but that's not an option for platform components.

If we go for the init container solution, then we need the work from other teams to implement them and we need help from team T6 for the helm charts.
