QP driver calls sdl get in two places to get values from ue and cell namespaces, associated with each ue-id and cell-id respectively.  The value in each case is a JSON string.  sdl get returns it as a byte array, but qp driver tries to access it as a dictionary.  QPD must first turn it from a byte array to a dictionary for further processing.
