      The idea came from Stefan Dra. He observed that when interoperating with other RAN simulators that they do not obey the ordering of IEs. The obvious fix is to obey ordering on the other side. But for interoperability we might want to support also if not ordered correctly (e.g., via a compatibility mode controlled via a config parameter).
