Support for NETCONF get command to get xapp configuration in O1 NETCONF client.

      Currently there is no NETCONF command for O1 client to get configuration data of all deployed xapps. (Only after an edit-config operation, the edited configuration of xapp can be fetched by client)

      Add support to fetch current configuration data of all deployed xapps using an NETCONF ‘get’ command. Config data of xapps to be fetched in json format.
