Need to update the go.mod files to point to newer golang version in all repos. base build image has at least 1.16 and 1.17, but old minor version. Some have still 1.13, for example:
e2mgr i can see in go.mod it uses go 1.13 There's also RIC-952 for things in E2mgr that need to be updated.
rtmgr also go 1.13
submgr latest uses go 1.14
base build image has newer versions: https://gerrit.o-ran-sc.org/r/c/it/dev/+/6902/2/bldr-imgs/bldr-ubuntu20-c-go/Dockerfile
Also take a look at components that are not Golang (E2T and O1)
