implement support in alarm lib to handle init RMR correctly even if application does not use RMR.

      Note there's a separate item for Felix on the environment variable passing.

      • can we change RMR to also provideĀ  a init() without RMR listening port (i.e. no 4560) equivalent and also a way to pass "-1" to RMR but without a env variable. Likely we have a second way to init a new RMR.

      • combine that with wormhole only usage of RMR.

      • Alarm manager DNS name +port is given via env variable (or we pass in a static route)
        • alarm lib using env variable.
      • With that approach we do not have alarms routable directly from the originator, we can still copy them from alarm manager.
      • Also alarm::init() with RMR context passed in in addition to alarm lib using own RMR instance. Then we use that instance.
        • Alarm lib providing a possibility for this.
