High Level Requirement:

In R5, there are 3Epics that we need to encounter in this Design.

When RAN connection state is changing or RAN is connected at the first time:

1) Send SDL notification : only when RAN connected first time or RAN  state is changed from Connected to Not-Connected(Disconnected,Shutdown, Shutting down) and vice averse . https://jira.o-ran-sc.org/browse/RIC-124

 2) Update Connection State on RAN list (Via RAN list manager that need to be created by Samsung in RIC-95)

 3) Send Alarm :  only when RAN connected first time or RAN state is changed from Connected to Not-Connected(Disconnected,Shutdown,Shutting down) and vice averse: https://jira.o-ran-sc.org/browse/RIC-202

We need to create infra that take account all 3 requirements but implement only https://jira.o-ran-sc.org/browse/RIC-397
