we now split off https://jira.o-ran-sc.org/browse/RIC-949 for the remaining work. What has been done under RIC-386 is: work on E2 simulator for E2 Reset and implementation of model related code (as in model-view-controller) in E2 mgr.

E2T should support Reset from  RAN, and convert the ASN.1 to XML

We will use the same RMR ("X2 RESET REQUEST" RIC_X2_RESET_REQ 10070).

E2M doesn't care about the payload

If State isn't connected - error and exit (exactly like the old code) - see old JIRA - https://rancodev.atlassian.net/browse/RICPLT-1705.

Send Reset Response - we will use the same RMR ("X2 RESET RESPONSE" RIC_X2_RESET_RESP 10071). There is no mandatory Payload in Reset Response so we will not fill it.
