Eliminate Setup request from dashboard & connectionAttempts

      Since Setup request RIC -> RAN is not relevant anymore, we need to remove this endpoint from REST API but not delete the code for future  use.

      We need also remove the RESET REST endpoint as well.

      We need also remove connectionAttempts from proto, code & automation.

       Upload new protobuf

      Acceptance criteria:

      Automation tests pass successfully.

      Sonar coverage > 80%

      All unit tests pass successfully.

      Update Swagger
