Upgrade to Ubunto 18.04

      Today there are two base images:

       

      1. Ubuntu 16.04 with Go version 1.12.0.  This base image is deprecated and will not be updated.
      2. Ubuntu 18.04 with Go versions 1.12.16 and 1.13.7; default is 1.12, switch to 1.13 by changing $PATH. This base image will be updated as needed.

      We need to move to Ubuntu 18.04 with Go versions 1.12.16 in E2M & E2T.

       

      Acceptance criteria:

      Automation tests passed successfully

        		 Move to ubuntu 18.04 in E2mgr & Sanity Sub-task Done Shuky Har-Noy
        2.
        		 Upgrade VB GO version to 1..12.16 Sub-task Done Unassigned
        3.
        		 Upgrade to go version 1.12.16 Sub-task Done Irina Rotem
