Requirements

• Find the RAN in DB. If RAN not found - Error. If DB not accessible - Fatal Error
• Change State to Disconnect (It can be done before or after the RM update, we will do it anyhow).
• Update the RM (As today) - disassociate this RAN from this E2T. Log error if not success but continue, anyhow.
• No more Sending Setup.
• General note: all the code of # of Setup Retry isn't actual anymore 

Acceptance

• Assuming RAN is in Connected State - tear down the SCTP Connection
• See RMR Lost Connection with this MEID.
• See RAN changed its State to Disconnect  
• See RAN doesn't appear anymore in the E2T Address list
• See HTTP to RM - dissociate-ran method with the RAN Name and E2T  Address.
• See even if RM is down we continue (but Error Log)
