      TODO-check-with Alistair if "policy" subscriptions actually expect any messages back (right now subscription type is not used for anything in subscription and all 3 types are handled the same). I am not sure if there's much sense in any subscription that only ask for parameter changes. I think it will mostly be (1) "one-of"/once subscriptions and (2) "current plus delta" subscriptions. Note that (1) has a problem that subscriptions could actually be torn down after the current value was delivered. Same situation in US#4. It seems that for such subscrptions as per (1) or per US#4 would not actually have indication messages. Should we have some optimization on RIC and enB side that releases subscription resources (e.g. in RIC subscription manager) once the subscription response has been deleivered? Or actually on RIC side we could even think about such messages being send without the subscription manager.
