Version 3.0 of A1AP (approved by WG2 in Nov; now to pass overall O-RAN approval cycle first) which includes the definition of EI based on EI types and EI jobs (where non-RT RIC is a producer of EI information and near-RT RIC creates EI jobs in non-RT RIC, and receives EIJobResultObjects (with some opaque binary data in them) from non-RT RIC.

Still need to think how to translate this into a xApp interface.

if putting signiifcant effort for A1-EI implemenattion, consider if reimplementing all of A1 mediator in go is an option.
