gNB unable to connect during high amount of Subscription Requests

      We discovered that when a high amount of E2 Subscription Requests is sent a gNB is unable to successfully connect to the Near RIT-RIC.

      During our tests the gNB logs 

      [E2AP] Received SETUP-RESPONSE-FAILURE

      when an xApp is sending a high amount of Subscription Requests.
