Requesting modifications to the ric-dep/bin/install_k8s_and_helm file.

Due to the Kubernetes apt repository no longer supporting older versions, we need to make changes to a shell script file.

I encountered an error while executing the install_k8s_and_helm.sh file on Ubuntu 20.04, which I've captured and attached for your reference.

The apt repository no longer supports Kubernetes version 1.16.0, necessitating the direct download of binary files to configure the environment.

I kindly request adjustments to the shell script file to accommodate these changes.
