xapp-frame-py block xApp to register when communicating with Rtmgr

      If xApp uses xapp-frame-py and want to talk with Rtmgr instead of using local RMR, it will be blocked until RMR is ready, which is in turned ready only if xApp succesfully registers with Appmgr. This should be fixed in xapp-frame-py.
