For RMR we already have xApps declare which messages they consume and the routing manager setting routes up accordingly. The DB could do something similar.

(1) check namespace requirements of xApps (read) and is there actually an xApp that provides the information

(2) SDL notifications have a similar problem and we might set them up automatically if indeed we have a SDL-related xApp that can provide the information (via SDL).

This could be done in two steps: first description only and in later releases we do enforcement.

This was raised in context of the traffic steering use case [1]

(3) Namespace management API: xAPP can register namespaces / xAPP Manager can clean on xAPP removal
