During testing of CLA scenario, found that at certain places we are using wrong cellID (as we are assuming that left shift with unused bits to be done outside)., Thus we are passing cellID as 16 instead of 1 as unsedBits = 4 for CELLID.

SInce function "fillBItString" is now taking care of left shift thus we can pass correct CELLID.
