Extend the Dashboard so an operator can update a gNB with cell neighbor information etc. via E2Manager.

The E2Manager feature is marked as a stretch goal for the E2Manager in this O-RAN-SC wiki page:

This dashboard feature could be implemented at modest cost by adding a similar endpoint to the Dashboard backend that proxies calls to E2Manager.  Operators could then use a Swagger auto-generated API on the Dashboard for that endpoint (which is still more user friendly than a cURL command-line tool with JSON files).

If this is considered a high-visibility and/or high-priority issue, then a custom UI could be developed.
