Dashboard remove E2Mgr/eNodeB connect UI and features

      Remove the Dashboard feature that lets an operator request the RIC to connect to a e/gNodeB.

      In the first release, the e2mgr listened for connection attempts from the dashboard.  In the second release, the direction is reversed and the e/gNodeB is supposed to connect to the e2mgr.

      The e2mgr team has deprecated several REST endpoints. Stop using them and remove the UI features.
