ACM: Add status check between depriming and deletion of composition

      ACM depriming and composition are different operations.

      In rApp manager both has been done as part of depriming of rApp. In introduces failure of rApp depriming when ACM runtime takes sometime to move the ACM composition to COMMISSIONED state.

      In order to fix that, introduce a status check of ACM composition for a fixed time after the depriming of ACM definition. Once the ACM composition moved to COMMISSIONED state, delete request of ACM composition should be initiated.
