Instead of xApps sending subscriptions to each gNB, they could send only a wildcard subscription and the subscription manager would (A) check the current list of matching gNBs and send the subscription to each of them, (B) it would also do that as gNBs appear and disappear.

Failure handling, retry and subscription delete might be interesting here.

This was suggested in the  [1] traffic steering use case. Note that only implementing (A) would be a good first step. If so, keep only (A) in this item and create a new one for (B).
