Issue in reporting the CLEAR ALRAM as VES EVENT.

      All the JSON Headers are not coded in O-RAN SC code which lead issues at VESMGR when alarm is cleared. This missing fields are causing issue when Prometheus raise alerts to vespa-manager and vespa-manager is misbehaving.

      Need to add all the missing json fields when alarm manager sends alert to Prometheus server.

      This fix is required so that clear alarm event is properly raised as ves event.
