      Submgr would support RICsubscriptionRequest messages with RICactions-ToBeSetup-List IE's that contain more than one RICaction-ToBeSetup-Item IE. Note: This feature requires RIC level design.

      needed for things like "apply policy" and "report" in teh same event

       2022-01-16: I mark thsi now as complete as we to have multi-action support in the new subscription REST interface. The limitations of that interafce are managed as RIC-876 (support for different action types in same request) and RIC-877 (support for partial success, i.e., list of accepted and not accepted actions).
