If an xApp fails and recovers (thanks to K8s) and its IP address changes, call Routing Manager to update the routing rules in the other xApps (TBD - maybe using "service name" in routing rules is sufficient to handle failure and recovery).
Might be easier to ask RMR to always re-resolve service name if a connection is lost.
2020-01-21: Team T3 to check with Scott on RMR-only solution. if not good enough, we need a notification to all RMR instances to re-resolve (or invalidate any cached information).
